The simplest license is not releasing the code. Many internal tools have no audience outside the company, and publishing them adds obligations: a license review, a public history, issues to answer and an implied promise to maintain. Code without a license is not open source anyway, so keeping it internal is the honest default. If an outside user ever appears with a real need, choosing a license then is a ten-minute decision made with actual facts.
