Checkout is where money and trust meet, and a few failed payments can be the first sign of a much larger outage. He would rather lose an hour of sleep to a false alarm than spend a week explaining to customers why nobody noticed. And when an alert turns out to be noise, the honest fix is to make the alert better, properly, not to switch it off and hope.
